Recognized by sight: Looks like the tube lichens I’ve seen before in Humboldt Co.
Used references: In Lichens of North America by Brodo, Sharnoff & Sharnoff the photo of this species seems like a pretty good match. It also discusses H. imshaugii. The only reliable difference is a chemical reaction (PD- for H. inactiva), but H. inactiva seems more delicate based on the photos and it tends to be more coastal.

Summary: H. imshaugii group versus H. inactiva

These are notoriously hard to differentiate. Aside from the medullary PD reaction (nearly always PD+o/r in H. imshaugii group), the other difference is H.imshaugii group has a white interior throughout, while H. inactiva darkens toward the center. Trevor Goward assures me this is foolproof. Inland you can rule out H. inactiva with 90% confidence, but at the coast it can be either.
