The name lutescens is older, but was published as a variety originally by Fries (Agaricus nanus var. lutescens Fr.) or did not become a species name until 1929. However, the name P. romellii started as species name in 1895. Hence it is the correct name at species level. Species Fungorum supports this analysis. Thanks to Else Vellinga for making me aware of this issue.
