The name lutescens is older, but was published as a variety originally by Fries (Agaricus nanus var. lutescens Fr.) or did not become a species name until 1929. However, the name P. romellii started as species name in 1895. Hence it is the correct name at species level. Species Fungorum supports this analysis.
