some characters of Cladonia are really difficult to interpret. So, being a genus with plenty of species, it is hard to classify many of them despite of the attempts.

I’m interpreting this as being covered with microsquamles

not soredia or granules. But it’s hard to say, it is such a … creative… specimen! :) It is clearly K+ brownish I’d say, indicating fumarprotocetraric acid (not helpful really).
