But it will remain tentative since he didn’t find any spores. His other comments: thallus C-; no prothallus; hypothecium clear.

I didn’t even look at the closer photos toward the bottom. You’re absolutely right, Andrew. Definitely some sort of Arthonia.

It’s got to be Arthonia radiata or something closely related.
