I found this branch under a Castanea sativa, but there are oaks too. Hazel are not so common in this part of the country, but there are some, one in my backyard.

Is this hazelnut?

Seems to be a Diatrypella or related pyrenomycete. It ruptures the bark and the fruitbody seems to be composed of many individual fruitbodies.
