What kind of rose was this? Native? Ornamental? Phragmidium is one of the hardest rust genera, without teliospores I’m not sure there is much chance of getting this to species, even the experts say they can only identify around 1 out of 7 specimens… If its ornamental, that might limit it to two choices, one of which is P. mucronatum.
