Sure looks like Cladonia chlorophaea group…

There is a nasty species complex surrounding powdery green pixie-cups like this, depending on depth and granularity of the powder (“soredia”), size and shape of the cups (which are highly variable), size and color and crenulation of the little squamules around the base (even more variable). But among friends I think we can just call it Cladonia chlorophaea

You are correct it is a fungi, but it is mostly a lichen, which is a combination of algae and fungi. I believe Demitar is correct: this looks like one of the many Cladonia. I’ll try to research it further.
