Indicates there are 3 species on Avena sativam Puccinia coronata, P. graminis & P. rubigo-vera agropyri. Its an old book book intended for North America so I’m not sure how much that matches up with your European choices. I think it will be tricky to get past Puccinia… Also, all 3 rusts seem to be present on a wide variety of plants.

In that case, the fungus should be Puccinia coronata (f.sp. avenae).

searching for host name (some gramineae), but there is a photo of it for now. I saw the same fungus on other specie of gramineae some days ago.
