I suspect this is young H. tubulosa

It’s hard to say for sure until soredia form. But the short stout stubby branching pattern looks a lot like H. tubulosa.

(Also, remember that H. inactiva is dark on the inner surface of the tubes, not white. The white one is H. imshaugii. I think you might have them backwards?)
