Thanks Jason, sorry I took so long getting back to you. I found on this on a fallen branch, one of a series of planted ornamental trees. I would definitely not call it high elevation. I still have the specimen. I meant to take better photos with my camera but my schedule has been hectic.

Doesn’t look like the typical Usnea strigosa group

Were this high-elevation, it might be U. subfusca. Maybe this is “just” what U. strigosa does in urban places?
