The entire lichenological community, practically, struggles with these two species in some cases. But in your case, I feel confident calling this ochrochlora. C. coniocraea is smaller and has virtually no cortex showing. Granted I can’t find any clear “smoking gun” isolated patches of cortex or soredia like the classic ochrochlora should have, still this has the right gestalt. (And habitat, I wouldn’t expect coniocraea to be common in moist climates.)
