Don’t think this can be Caloplaca citrina

It’s hard to say for sure, but this looks to me entirely composed of semi-erect minute lobes. C. citrina (or related species) should be mostly decomposed into granular soredia. I’ve seen both Candelaria pacifica and Xanthoria candelaria growing on rocks near the coast in southern California. Admittedly neither of these two species seems quite right, either. But I think they are (marginally) safer guesses.
