Two useful references for Cladonia and kin in tropical Andes:

Sipman, H. 1997. Key to lichens with podetia (incl. pseudopodetia) (genera Baeomyces, Cladia, Cladina, Cladonia, Dibaeis, Phyllobaeis) for the highlands of Ecuador (above 2500 m) with chemical guide to the Cladina and Cladonia species. available on-line

If you can do spot tests and verify lack of outer cortex, then you should be able to get down to species with some confidence.
