the only other phalloides sightings that I know of from CA under black oak were the ones that I (and later that same day, Nhu) found in Yosemite Valley, several years ago. Obsie here on MO.
phalloides now has a wide range of confirmed CA hosts: pine, tan oak, live oak, black oak and cork oak.
if you have never found it before in your area … it is just a matter of time.
