I even doubt it’s a lichen let alone give it a name.

The fact is that from the photos nothing that indicates that this is a lichen appear. In particular, the things said to be black apothecia seem to be holes showing the rock behind the white spots.

In western Washington this would probably be Aspicilia contorta

Not sure about Pennsylvania. Would need a close-up showing detail of apothecia for starters.
