I agree this is probably a crustose lichen

Wish I could suggest a genus. Looks remarkably like a Myriotrema or related genus, but I thought those were all southeastern / tropical.

This is no Mollisia, but something living inside the wood. May be a Ostropales or a Karstenia or similar thing. No Helotiales!
