This is Cortinarius herpeticus ss. MOSER 2001, the only species in this group in Europe with blueish gills. MOSER states, that it is the same as Cortinarius sphagnophilus Peck.
The species formerly known under the name herpeticus is now called Cortinarius montanus (MOSER 2001)
