They look slightly similar to Psilocybe caerulescens, but the cap and stem color is off for that species. The pictures are not good enough to see the important identifying features like the texture of the stem. While I think they are probably an active Psilocybe sp., they also look a little like a blue Stropharia.
A friend of mine found the mushrooms during a vacation in Mexico.
