This resembles Nostoc, a cyanobacteria that many people miss identify as a jelly-like algae.

Looks like a lichen to me. Need to look under the edge to see, and photograph what you see. If there are rhizimes (root-like attachments that are holding the material to the trunk) it’s likely a lichen. If not, fungi as good as anything. Not many gree crustose fungi, though. Lots of green lichens.
