Notes:
Since I have no real experience with Lichens, I’m making this ID very tentative and based on a web source that looked like it and was growing in the same general area.
There were several bunches of these growing on the ground in a small pygmy forest of pines.

Hard to tell with these things without chemistry. I think portentosa is the one with UV+ white? I know it also has “tufted” tomentum on the branch tips, but that’s hard to see in a photo.
