P. ciliata should be fertile, makes this doubtful
P. pusilloides should have conspicuous “pom-pom” soralia
P. rubropulchra orange medulla is not always visible unless you scratch it!
P. squarrosa lobulate, vert different-looking

But you’d probably already figured that, too. Could be P. hispidula, P. orbicularis, maybe even P. adiastola? I’m not good with the genus, sorry.
