Is the correct taxon Sarcomyxa or Panellus?

Then they should be in Shenandoah region as well!

Sarcomyxa is in the ‘basal’ Hygrophoraceae

and far far away from Panellus.

Panellus (stipticus, etc) are related to Mycena. Sarcomyxa is not closely related at all; and is the correct genus for serotina.
