Yes, that might be, if you look at other obs. from the same area:

You can see that I’ve seen P. phlebophorus there before. But also I’ve seen P. thomsonii, with a rather smooth cap surface, so I can’t rule that out also.

The brown cap, the texture of the pileipellis and the rugose center point to Pluteus phlebophorus but without microscopical data it is not possible to be totally sure
