best guess cyanescens based on the following:

bright orange hygrophaneous cap with separable gelatinous pellicle
wavy margin in older specimens
blue staining
purplish grey spore print

the habitat doesn’t fit however. This was found growing on lupin lignin amidst dead european beachgrass, not woodchips.

Cyans are well known to grow in the lupin near the grass in northern california.
