I’m just going by what I see in the picture: A single specimen, not in a group, and very little of the cap, which is darker then what I like to see on oregonensis.
I see more glutinosus (and subroseus) south of San Fran than oregonensis.

Yes it coud be Gomphidius glutinosus but…

based on where it was found (South of SF), and it tended to be in clusters, I;d say G. oregonensis is a bit more likely. A spore size check would help but not worth the effort!
