The photos don’t quite have enough resolution to tell — does this have a texture like cotton up close? I was considering Pertusaria as well (which would have a shiny appearance up close, at least in places) but that wouldn’t have scattered tiny bits of thallus around the outside of the main patch like this. That is more typical of Lepraria.
