I don’t see any pseudocyphellae, so I would rule out Parmelia and Cetrelia. Try Parmotrema or maybe Hypotrachyna sinuosa? Might be nice to get a sharper photo when it is dry and bright. Hypotrachyna would still be greenish even when dry, and the rhizines and cilia would be regularly forked.
