at least we have confidence that velatipes was fruiting in approximately the same habitat and the same time. All other factors taken into consideration, then I think that it’s reasonable to propose the name in question to this observation.

The pulled up annulus in MO#93949 is, as you said, support for calling it velatipes. The age of this specimen works against having a nice clean character like the up-turned ring in MO#93949. A thing that’s slightly odd in this case is the fragmenting of the ring around the base of the stipe. But I suppose that could happen.
