Since an herbarium deposit exists…

First off, I would trust Alan Rockefeller’s species proposal. He is – as far as I can perceive – the world’s leading identifier in the genus Psilocybe now that Dr. Gaston Guzman’s works are posthumously considered. At any rate, two things can be done – at a minimum – since an herbarium deposit exists. First, measurements of the spores along with photographs of the spores can be made and used in comparison. This should be done alongside a comparison of cheilo- and pleurocystidia, if present. Second, either a DNA ITS barcode sequence can be performed, or a complete genome DNA sequence can be made to push the taxonomic envelope.
