Cladina rangiferina looks right

Yours has that “wind-swept” look; only a few species do that: C. rangiferina with atranorin (whitish, K+ yellow), C. arbuscula with usnic acid (greenish, K-, KC+ yellow), and for completeness, C. stygia could be mentioned, but it has a blackened base and is more northern.
