Observation 11720: Physconia isidiigera (Zahlbr.) Essl.

Very common in southern California, it seems. Distinguished by heavily pruinose, whitish to greyish to brownish, conspicuously squarrose black rhizines, and most importantly, coarse soredia along margins, becoming confluent in center of old thalli, especially in dry situations.
