I suspect this is a Parmelia. The top is unridged, light mint green; the reverse is black. I see no obvious fruiting structures.

Recognized by sight: Lobes look too thin to be Parmelia (and that genus doesn’t have true cilia like this one does, but it can be hard to tell sometimes). Parmotrema and Hypotrachyna are the only genera common in that area that have cilia, and it doesn’t look like the latter. This one looks like it’s still pretty young.
