This looks (from the top) like it might be a disheveled, late-season straggler of the usual moss-dwelling little yellow Cystoderma hereabouts. The stem doesn’t look right, but it’s possible the ring zone and scales were subjected to weathering. Or it could be something else, hence my only rating this as a “could be”.
