What’s with paint?

I noticed this fungus from afar, thinking someone spilled paint in the middle of wilderness. To you looking at the photos, it might look like I had wrong settings in my camera. But it was like this – the whole thing was covered by this yellow powder. I’m not sure if it’s of fungal origin, and I’m not sure if it’s related to the resupinate polypore on the lower side of log (note the rusted leaf in one of the photos – I find leaves like that here and there, but not with powder being around them). Picked specimen didn’t produce any spore print (most polypores don’t).
