According to Kuo: “Flammulina populicola grows on the wood of quaking aspen and other poplars (members of the genus Populus) in western North America, while Flammulina velutipes grows on the wood of various other hardwoods across North America (excepting the western poplars).” He goes on to say that they are macroscopically identical.
