I noticed your suggestions that a group of rather similar mushrooms might belong in Limacella. There are limacellas with a membranous ring; and there are limacellas with gluten coated fibrils making a sort of wet cortina between the cap edge and the point on the stipe where the cap edge made contact during development of the fruiting body. So far as I know, there are no limacellas dry flocculent stipes or with dry flocculent appendiculate material on the cap’s margin.

You must have done a lot of searching to find the four or so observations that you found. I hope that someone will speak up on these observations. I’m sorry that I don’t know what this is.
