This green jelly was growing up through the gravel in this road at the base of a dam. It might be algae, but it might also be a lichenized jelly fungus.

Cyanobacteria

Nostoc is a cyanobacteria. If you put it under the ‘scope, you will see chains of green cells. When dry it’s inconspicuous, you’ll probably only notice it when it gets wet and swells to the greenish gelatinous state you see in the photos.
