Yes, the stipe should be entirely white or nearly so for elongata. And the orange center to the cap would pretty much eliminate elongata south of Canada (I saw an orange patch on what I believe is an elongata (because of narrow spores) in Newfoundland. I think I rely most one the spore shape. From the photo and the geography of the collecting location this is more likely to be A. flavoconia. R.

A. elongata was differentiated form A. flavoconia by its white stipe.?

With a cap that yellow, you might want to check Amanita elongata Peck.
