Belive this fits into the scope of this site, on leaves of Aconitum lycoctonum,
~ 1×4 cmm, looked on the other side of leave, nothing special except leave deformation.

Recognized by sight: found this in May too, it is one of three common rust fungi on this host plant in Europe, in higher elevations especially. What you have here are most probably aecidio- or uredospores depending on the height of the locality but I would vote for uredospores since we already have july.
