Proposed Strobiomyces confusus Sing.

Based on the cap scabers, the color of the tubes, and the Oak leaves around it it matches the Southern species S. confuses Sing. 80% probability. The only other possibility is S. dryophilus Cibula & Weber (never published) that has same whitish colors between scabers, BUT has darker & more dense tubes. It is so found under Oaks.
