I’d definitely say Physcia

The mottled dull texture and color like this is only found together in Physcia. There are a number of species on rock, but I’d bet you’ve got P. caesia here. Normally, it would have more soralia, and the soredia is a distinctive bluish-grayish in age. It should have: round lumps of relatively fine soredia on the lobe surface and sometimes at tips; whitish to pale brownish below; medulla K+y.
