Could be yet another morph of L. cyanescens

I agree with you that this is probably Leptogium and not Collema (where dry it looks rather shiny), but I never really know. (If it were Collema you might consider C. flaccidum, since this seems to have lots of tiny round lobule-like isidia.) It doesn’t look as gray as L. cyanescens generally looks, but they do look totally “wrong” when wet like this.
