I’d guess Xanthoria fulva

It seems a bit too orange for Candelaria pacifica which really is the only other choice. (While I’ve seen Xanthoria look yellow, I’ve never seen Candelaria look orange.) (K test removes any doubt: Xanthoria K+ red, Candelaria K-.)

(Among Xanthoria sensu lato, you can rule out the fertile ones obviously, the broad-lobed ones (ulophyllodes, oregana, fallax), and you can rule out X. candelaria because it’s not all mounded up.)
