I suspect strongly this is Caloplaca. There aren’t many epiphytic species with yellow thallus… but it’s also possible that it’s a saxicolous species if it is on wood. The Sonoran Flora recommends C. stipitata (doesn’t reach Washington though). British Flora, Bruce Ryan’s, and a set of working keys I have from central BC all suggest C. flavorubescens (probably the best option).
